Zoe Plerhoples is counsel with the Firm. Her current practice focuses on the representation of a broad spectrum of healthcare providers, hospital systems and healthcare service entities in complex medical negligence cases in Delaware.
Zoe began her legal career in the Delaware Department of Justice (DOJ) Family Division in 2009, right after law school. She started in the Family Division in Child Support and later moved to the Domestic Violence Unit. She left Criminal Prosecution and went to the Civil Division in 2015 to work as a Board DAG in the Affirmative Litigation Unit handling administrative prosecutions and advising various Boards and Commissions for legal compliance and FOIA matters. She became the Assistant Unit Head in June 2016 and took over as Unit Head in 2019. She was also the designated DAG for the Fire Commission prosecution for the State of Delaware, and represented ARMS (a sub-entity of DMS). She later acted as general counsel to the Human Trafficking Interagency Coordinating Council and oversaw the Civil Nuisance Abatement caseload. She also litigated weapons relinquishment orders and lethal violence protection orders under the Delaware red flag gun laws. During her time in the Civil Division, she was actively involved in coordinating prosecution efforts with other State and federal agencies, including the DEA, AUSA, the DOI, and MFCU, regarding bad actors in the State. In September 2022, she transferred to the Division of Civil Rights and Public Trust, where she handled a caseload involving officer-involved use of force, civil rights investigations, hate crimes, and investigations of official misconduct by public officials, as well as Fair Housing Complaints.
In June 2025, Zoe was appointed to the Board of Parole by Governor Matt Meyer, and regularly attends meetings to hear and vote on petitions for parole and commutation. She volunteers with DVLS and the OCA in her free time, and was recently recognized by the DSBA for her volunteer efforts. She is a wife and a proud mother of two adorable, very active, children and one large and energetic dog. She enjoys playing harp with other musicians in Irish music sessions and speaks less than fluent Japanese.
